Illinois Governor Bruce Rauner will deliver his 2018 budget address on Wednesday. During his State of the State address, Rauner promised a balanced budget plan, something that at least one state senator says he hasn't seen delivered by any governor from either political party in decades.

State Senator Sam McCann (R-Plainview) tells The Big Z the budget address is the first step in the process of lawmakers coming up with a budget.
