Illinois Governor Bruce Rauner will be giving his budget address on Wednesday, and says it will include plans to ease off last year's income tax increase. The governor will outline his budget proposal on the 14th, laying out a framework for a new spending plan for the new fiscal year that begins in July.
He says he hopes lawmakers are receptive to his ideas.

The current income tax rate is 4.95%. Rauner says he'd like to eventually get it down to 3%.
