EDWARDSVILLE — The Madison County Mental Health Board is accepting applications for Fiscal Year 2027 funding to support programs addressing mental health, substance use and other identified community needs.
The Notice of Funding Opportunities, or NOFOs, includes Mental Health Aid to Agencies and Opioid Settlement Funding and launches a refined funding process built around local data and community input.

The funding priorities grew from regional focus groups, the board’s July 2026 Data Summit and input from funded partners, service providers and other community stakeholders. The process helped create Community Priority Statements designed to connect public funding with verified local needs throughout the three-year funding cycle.
Qualified community organizations and previously funded partners are encouraged to apply.
The Mental Health Board will hold a pre-bid meeting from 1 to 2:30 p.m. Tuesday, Aug. 18, to assist organizations interested in applying. Questions submitted through the Application Questions Submission Form by the end of the day Friday, Aug. 14, will be addressed during the meeting. Applicants will also have an opportunity to ask questions during the session.
Following the pre-bid meeting, the question submission form will remain open. The Mental Health Board will compile submitted questions each Friday and publish formal responses by the following Wednesday. The final deadline to submit application questions is Aug. 28.
To maintain a fair, transparent and competitive process, the Mental Health Board is observing a direct-communication blackout during the open funding cycle. Staff cannot discuss individual applications, potential program proposals or NOFO specifics directly with applicants. All application-related inquiries must be submitted through the formal question submission process.
Applications will undergo independent review in September before funding recommendations move through the Mental Health Board and Madison County Board approval process this fall. Final budget approval by the Madison County Board is scheduled for Nov. 18.
