The Alby Quarry has been closed for years, but the original plan to convert it into a place that would be filled with various forms of waste never panned out. Now, the owner is looking to sell the property, and the man representing the effort says there is a new plan taking shape.

Kenneth Liss told the Alton City Council this week they are now looking at filling the facility with “clean fill.”

He says there would be no more commercial blasting at the site, although there may be some minimal use of explosives if a need is determined for safety purposes.
