Located on the north side of Third Street in downtown Alton, the Solera wine bar is out of harms way as long as the flood wall holds, but close enough to see the basement water being pumped over the wall and back into the overflowed Mississippi River. Co-owner Ryan Gray is having some fun with his situation, with a sign saying they have turned the flood water into wine.
But getting serious, Gray says adjustments made since the Flood of '93 have made a significant difference.

One of the key changes since 1993 was the move of the Alton water plant from alongside the river to the top of the bluff in 2001. The old water plant was submerged in flood water, forcing the entire city to go without water service during the peak of the '93 flood.
