Illinois American Water closed on the sale of the Godfrey Wastewater Treatment Facility late last year, and customers are starting to see their first bills since. Some are complaining of rates well above the increases they had expected, but a spokesman for the utility says there’s an explanation for most situations.
Karen Cotton tells The Big Z the utility is now responsible for the EPA-mandated repairs to the system the village would have had to perform had they not sold the infrastructure.

Cotton says there is also a winter-averaging process. May-October the wastewater charges will be based on the average of the winter charges. That’s to take into account that things like car washing, irrigation and pool filling typically does not result in more sewer usage. If you have a leak and fix it, Cotton says you may be able to get a one-time leak adjustment on your bill.
