With a new administration comes new department heads at Alton City Hall. One of the first things David Goins did as Alton's new mayor was to retain some and replace others. Bob Barnhart was let go as head the Public Works Department after 8 years on the job, replaced by long-time department employee Mike Parsons.
Parsons has worked for the city for 31 years, according to Mayor David Goins, but Alderman Charles Brake questioned his qualifications. Goins expressed his confidence in Parsons.

It was a 4-3 vote to approve the appointment, with Carolyn MacAfee, Ray Strebel, and Charlie Brake voting against the appointment. Brian Campbell, Rosie Brown, Stephanie Elliott, and Nate Keener voted in favor. Jim Schrempf was not retained as Corporation Counselor. The city will now be represented by the Gori law firm, which has offices in Alton. There is also a new City Council Coordinator: Bianca Jackson will replace Kimberly Clark.
