The head of the Illinois State Police says they won't be arresting people for violating the stay-at-home order. State Police Director Brendan Kelly says troopers will encourage the public to do the right thing but won't be hauling anyone off to jail for violating the rules.
He says this has been a tough situation.

Governor JB Pritzker withdrew a rule charging businesses in violation with a misdemeanor and is instead asking the legislature to pass a similar law. He says a fine is less harmful than a business being shut down or losing its license.
