Billie Jean Kemper, 77, died at 4:15 p.m., Thursday, April 19, 2012 at her residence in rural Carrollton.She was born in Bragg City, Missouri on Oct. 19, 1934, the oldest child born to the late James Burvia & Ruby Mae (Pigg) Spaulding.She was raised in Southeast Missouri and resided with her husband for many years in the St. Charles/O'Fallon, Mo. areas until relocating to Carrollton where she resided with her daughter and her family in 2002.She married  Eldon Dossie Kemper on March 20, 1951 in Arkansas, and they shared 48 years together before his death on May 6, 1999.Surviving are two daughters & a son in law, Linda & Bill Fleming of Carrollton and Kathey Smith of O'Fallon, Mo.;three sons & daughters in law, Ronnie & Sheri Kemper of St. Charles, Mo., Steven Kemper of St. Louis, and Phillip & Mary Kemper of O'Fallon, Mo.; 14 Grandchildren; 10 Great Grandchildren; three sisters, Anige Smothers of O'Fallon, Mo., Judy Justice of Arnold, Mo., and Phyllis Tuckson of Florissant, Mo.She was preceded in death by her parents, husband, a grandson, Zachariah Kemper in 2001; a son in law, David Smith in 1998; two brothers, James Earl Spaulding and Wayne Edward Spaulding.Visitation will be from 4 to 8 p.m. Monday at the Crawford Funeral Home in Jerseyville.Funeral services will be conducted at 10 a.m. Tuesday at the Gospel Assembly Church in Jerseyville, with Rev. Clyde Shaw officiating.Graveside services will be conducted at 2 p.m. Tuesday at the St. Charles Memorial Gardens in St. Charles, Mo.Memorials may be given to the American Heart Association.
